The successful candidate will have the relevant skills and experience specified below for this 11/12 month temporary contract based in Surrey. Please Note: This assignment sits inside of IR35. Job Description: Manage the development and deployment of IT solutions; Managing change and risk management and the interaction between development and support services; Take ownership of technical design decisions throughout the delivery; Facilitating project decision-making around the appropriate way to achieve deployment; Ensure service delivery adheres to the appropriate standards. Qualifications: Prince 2 or relevant experience in programme / project management Educated to masters level or equivalent level of experience of working at a senior level in specialist area. As a Service Specialist the post holder will work as part of a dynamic multidisciplinary team ensuring that services are of high quality; meet agreed service specifications, national and regional policy directives for a defined number of providers The post holder will support the supplier managers with a specified providers to question and challenge models of care, analyse demand and appropriateness of delivery to ensure that national service specifications, models of care and quality standards are delivered within designated service areas and Trusts. With appropriate clinical and stakeholder engagement they will also support service, CQUIN and QIPP strategy at a local and pan South level. The role will support transformation and will ensure that the focus of all negotiations is quality, safety, clinical effectiveness and value for money. Working knowledge of relevant specialised services from a commissioner or provider perspective Extensive knowledge of specialist areas, acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to master’s level equivalent. Evidence of post qualifying and continuing professional development. Must have an understanding of the background to and aims of current healthcare policy and appreciate the implications of this on engagement. Should have an appreciation of the relationship between the Department of Health and individual provider and commissioning organisations. Member of relevant professional body. Knowledge of relevant commissioning guidance and frameworks, including (e.g. payment by results, treatment abroad etc). Key Functional Responsibilities Safeguarding Children and Adults at Risk • NHS England, as with all other NHS bodies has a statutory duty to ensure that it makes arrangements to safeguard and promote the welfare of children and young people, to protect adults at risk from abuse or the risk of abuse and support the Home Office Counter Terrorism strategy CONTEST, which includes a specific focus on PREVENT (preventing violent extremism / radicalisation). • All staff must be familiar with and adhere to NHS England safeguarding Policy, in conjunction with Local Safeguarding Children Board policies and procedures and local adults at risk policies and procedures. • All staff are required to attend child protection level 3 and adult protection awareness training, additional training and supervision regarding child protection and adult protection relevant to their position and role, including Prevent training and awareness Operational • To oversee team members to deliver requirements listed alongside and engage and liaise with key stakeholders, in particular; o To support the delivery of day to day activities and projects o To drive delivery of a range of business initiatives and projects o To support the identification and sharing of best practice in employee Policy and Service Development • Responsible for proposing and drafting changes, implementation and interpretation to policies, guidelines and service level agreements (SLA’s) which may impact service • Proposes changes to own function making recommendations for other service delivery • The post holder will need to maintain a good knowledge of emerging policies from government departments for example pensions, change management, constitution. This will assist in the thinking and definition of the strategy discussions for the Network and stakeholders Research and Development • Plan, develop and evaluate methods and processes for gathering, analysing, interpreting and presenting data and information • Deliver projects to comply with key performance indicators • Co-ordinating Research & Development initiatives, delegating as appropriate Planning and Organisation • Contribute to the strategic planning of Team projects, identifying interdependencies across projects/functions, potential impacts on wider organisation, resource requirements and building in contingency and adjustments as necessary • Contribute to the development of performance and governance strategies and the development and implementation of improvement programmes, in accordance with Clusters and Sector priorities • Contribute to short, medium and long term business plans, achieving quality outcomes sponsorship within NHS as a whole • Ensure that the projects maintain business focus, have clear authority and that the context, including risks, is actively managed in alignment with the strategic priorities of NHS Financial and Physical Resources • Act in a way that is compliant with Standing Orders and Standing Financial Instructions in the discharge of budget management responsibilities • Identify products, equipment, services and facilities for assigned activities, achieving stakeholder buy-in as required. • Responsible for making recommendations, providing advice and able to prepare strategic reports/briefings for the Head of Department, Steering/Reference Groups and others as required Staff Management • Responsible for day to day work assigned to the team as required • Forge close positive working relationships, in order to support an effective matrix approach to achieve NHS objectives • To support, motivate and develop staff within the team to ensure that they are able to deliver the new responsibilities of the NHS strategy • Managing third parties (such as consultants/interims) to ensure deliverables are met in a timely manner and within budget Information Management • Drafting reports summarising status on issues, appraising outcomes, and providing progress reports for the Director of Nursing and others as appropriate • Collate as required, qualitative and quantitative information and lead appropriate analysis to develop robust business cases and contribute to project ‘products’ • Analyse, interpret and present data to highlight issues, risks and support decision making engagement o To operate in a highly political and sensitive environment o Support the portfolio of initiatives in demonstrating value for money for the current spend through tracking, managing and delivering agreed benefits Project Management • Lead the team in the delivery of project plans, allocating tasks as appropriate, identifying risks, issues and dependencies, considering best practice and current options and ultimately making decisions in the best interest of the project • Develop a comprehensive and cohesive plan for the transition period which is consistent with the overall project timetable, meets the strategic direction of the team and minimises unnecessary disruption to stakeholders involved in the process and is operationally sound • Pro-actively manage stakeholders, respond to and resolve conflict between different stakeholders when this arises through facilitation or other appropriate mechanisms. • Be responsible for a high standard of work supporting the delivery of projects on time, to quality standards and in a cost effective manner • Maintain the project initiation document and associated plans with regular team meetings to monitor progress and resources • Ensure the flexibility of the project if required to meet conflicting/changing requirements • Responsible for the planning and organisation of numerous events/meetings. Ensuring communication tools are used to their maximum value for circulating the minutes, agenda and presentations in a timely manner • Demonstrate effective stakeholder management across different departments and at all levels • Support other project managers as and when required • Take into account the impact of any change the projects will have on the business and oversee handover of any products to ensure full ownership and buy-in within the business Advocate the projects at senior and executive levels and ensure active engagement Key Working Relationships • Operate effectively in a flexible and demanding environment and proactively engage with NHS staff, consultants and contractors working on a variety of topics • Work effectively with a variety of external consultancies working on other projects and programmes within other NHS directorates as required • Provide and receive highly complex, sensitive and contentious information, presenting information, to a wide range of stakeholders in a formal setting. • Deal with resulting potentially aggressive/antagonistic situations as required • Work and engage constructively with internal and external stakeholders on a range of business sensitive issues • Nurture key relationships and maintain networks internally and externally, including national networks • Ensure close liaison with the Communications and Stakeholder team Key Accountabilities • This post is designed to support the Specialised Commissioning Team in the delivery of service convergence against nationally agreed models of care and service / quality standards with locally commissioned providers of acute specialised services • The post-holder will be required to support a range of service improvement projects across a range of commissioned services, in line with national and locally agreed priorities • To work with CCGs and CSUs where required to ensure effective and efficient integrated approaches to service planning • To work effectively across a wide range of stakeholders for example: - Providers - Local Authority - Clinical Commissioning Groups (CCGs) - Care Quality Commission (CQC) - Health Education England - Royal Colleges and other Professional bodies - Department of Health - Clinical Reference Groups - LAT Commissioners and Providers Leadership for Transformational Change • To support the identification of QIPP schemes across the service portfolio that improve quality and productivity but also innovation and ill health prevention. Schemes should be measurable and sustainable • Work with the QST to analysis to inform where local services deviate from national requirements, together with convergence plans to support the timely achievement of compliance • Work with key stakeholders to develop and deliver service provision in line with national requirements, using available resources and support mechanisms (e.g. strategic clinical networks, transformation directorate colleagues) Partnership and cross boundary working • To work with the supplier managers in identifying trends and monitoring of service level activity within contracts • To work with service specialists in neighbouring regions (and/ or neighbouring administrations where applicable) to co-ordinate the delivery and model of care where clinical networks, patients flows or service models cross organisational or geographical boundaries • To support the Regional and Locality leads to work with clinical networks to design protocols that will ensure appropriate care at each level across the care pathway. • To work with Clinical Commissioning Groups, and where appropriate Local Authorities, to ensure service planning is co-ordinated where a care pathway is shared between different commissioning agencies and ensure pathways of care are aligned Enabling patient and public involvement • To act as a champion for patients and their interests and involve the public and patients in the policy development and decision-making of NHS England Specialised Commissioning • To ensure all public and patient contact with the office is of the highest professional standard • To embed patient and public involvement within NHS England Specialised Commissioning at all levels of decision making • To directly support patient and public engagement on key areas of planned service change, ensuring activities meet statutory requirements • Ensure the services have mechanisms in place for patient and carer involvement in service improvements Enabling clinical leadership • To ensure clinical input is central in reviewing and monitoring service quality standards • To work collaboratively with Clinical Commissioning Group colleagues to help to develop and deliver effective care pathways up- and down-stream of specialised commissioning pathways to ensure patients are managed first time in the correct location • To support the Regional and Local Programme of Care Leads, Strategic and Operational Delivery al Networks to deliver improvements, achieve service convergence and support innovation in relevant areas Promoting equality and reducing inequalities • To uphold organisational policies and principles on the promotion of equality. • To create an inclusive working environment where diversity is valued, everyone can contribute, and everyday action ensure we meet our duty to uphold and promote equality. • To monitor and review equity of access for patients across the commissioned portfolio, targeting and delivering identified areas for improvement • Ensure commissioned promote equality, reduce inequalities and comply with legislation Improving quality and outcomes • To ensure the delivery of national service specifications and other national / local guidance as this applies. To work directly with providers (and other stakeholders) to ensure achievement of milestones where service quality falls below requisite standards • To support the Regional and Locality Programme of Care leads to align pathways of care with CCGs and support “whole pathway” improvement where possible • To monitor, review and maximise performance against key indicators including CQUIN, service dashboards and nationally agreed referral to treatment targets • To work with the lead CCG quality teams to ensure that any recommendations arising from serious incidents, CQC or peer / quality reviews are fully implemented • Consider trends and provider ‘intelligence’ with the nursing directorate and other directorates to implement improvements in services • To work as a key member of the MDT for each Trust and provide appropriate challenge both internally and externally (such as CQRM meetings) as necessary. This will require sensitivity and strong collaborative working to understand and influence change in behavior and practice, and develop working relationships • To work as a key member of the MDT to inform and focus contract negotiation and performance management priorities • To support the delivery of contracts that are signed within the agreed contractual timetable • Represent specialised commissioning at Quality Surveillance Groups, CQRGs and system resilience groups ( as appropriate) within their geography; liaising with the CQC, TD, Monitor and others to share information and improve services to patients The successful candidate will have a valid Disclosure of Scotland or be willing to apply for one on CV submission.
